Disease Control Expert for DFID Supported Bihar Technical Assistance Support Team in Bihar
IPE Global is one of the partners under DFID Supported Sector wide Approach to Strengthen Health (SWASTH). DFID support includes provision of technical assistance through the Bihar Technical Assistance Support Team (BTAST). BTAST is managed by a consortium of CARE (UK), Options Consultancy Services and IPE Global and consists of national and international consultants to provide technical and managerial support to the state government. Technical assistance is provided to the Health, Social Welfare and Public Health and Engineering Department for the effective implementation of their various programs, interventions, and activities in the state.
To support the Department of Health in various activities IPE Global wishes to employ disease control expert under SWASTH programme.
Roles & Responsibilities:
Build technical capacities of the Department of Health on disease control programmes.
Support in identifying measures to halt infections through community-level practices supported by government institutions.
Understand the constraints in service delivery mechanism under national disease control programmes
Develop and identify avenues for convergence of services for reducing the incidence of diseases.
Support departments in rolling out of operational guidelines on essential health control package/Universal Health Coverage (UHC)/National Health Assurance Mission (NHAM).
Understand the local epidemics and derive out ways for controlling the incidence through advocacy and promoting operational guidelines with special emphasis on JE/AES epidemic.
Conduct periodic field visits to understand the gaps and possible operational models for addressing diseases control mechanisms.
Engage with the department in strengthening disease surveillance mechanism.
Promote use of data for linking incidence rate with the programme delivery mechanism .
Promote strategies for preventive and promotive health care by operationalization of health care service delivery.
Develop review mechanism for tracking effectiveness of service delivery under disease control strategies.
Support state in operationalisation of 24X7 APHCs across the state.
Support to develop Standard Treatment Guidelines and revise Essential Drug List (EDL).
Develop community voucher scheme on Kala Azar and facilitate its implementation and design evaluation framework.
Maintaining effective and output-oriented public relations with related government organisation, different Partner Organizations, developmental partners, parallel health projects.
Liaison with other Consultants and Professionals from the similar field and generate greater output for the project.
Organize workshops, seminars & conferences as part of disease control activities.
Coordinate for formative research, data and evidence for disease control, document best practices and lessons.
Develop terms of reference for empanelling agencies and institutions for implementing specific activities as per the need of programme.
Any other relevant work assigned by the supervisor from time to time as required for programme implementation and request from Department of Health, Govt of Bihar.
Qualification & Experience:
MBBS with postgraduate qualification in community medicine, public health, health management, epidemiology or any other related subject from a recognised institution.
At least 6 year of experience in disease control initiatives.
Excellent IT and documentation skill.
Capable of taking initiatives on their own with minimum level of supervision
Excellent written and oral communication skills in English, Hindi and other vernacular languages: able to clearly communicate complex information
Experience of working on similar projects for Govt. / bilateral agencies/ donor agencies would be an added advantage.
Ability to develop, manage, and administer comprehensive programs in the field of disease control and experience in implementation support, strategy formulation and process design.
Experience of community mobilization programme focusing disease control.
Open to working in multi-cultural environment and effectively in small and large teams.
